What's service are acceptable?

I see it mentions some services

I had developed application using Adobe air SDK for blackberry 10 OS device but number of services API are not available so how to qualify  for Blackberry 10K commitment.

no need to implement payment service and push service in my application. i need to implement BBM social service but this service API are not available in Adobe Air.

Then your other option is to write an ANE (AIR Native Extension) to provide the required capabilities to AIR, using the BBM SP library (libbbmsp.so).

Before doing so, however, you should also check whether the BBM library will even provide the features you need by launch. What we have now is a subset of the full BBM, and even the next release is expected to add only channels, not everything that's missing.
