It took just under 2 business days for my vendor application to go through.
As for the code signing application, I submitted my request only a few hours ago, and I just received my confirmation!
Hopefully it'll be just as quick for you.

It seems like it is going to work. I emailed them the ID they requested for the vendor registration, now waiting for approval.
I just got my signing CSJ file. So that was fast as I submitted the order yesterday.

Hope so, and my friend told me the paypal stuff added immediately for him, so that would mean all there is to wait on is the vendor approval.
