BB10: AT&T still active?

We received an AT&T card for the BB10 at JAM.  It shows that it is active in the device top bar, but I cannot browse to the Internet when that is the only thing active (shows full bars).  Is that service still available to us developers?

 

Works fine with WIFI turned on.

If it is anything like a Playbook, AT+T blocks browsing via bluetooth without a tethering plan...

Anyone else still have their BB10/AT&T connection still working? I tried re-booting and I get the same result. Do I need to go to AT&T and buy a plan?
