Hi,
well, since you can have both SDK installed on your computer (they use differenct directories) you can develop for both 2.0 and BB10, but it is not a seamless task because the BB SDK is a global configuration on FlashBuilder.
So here are the options you have:

I don't think so. I still prefer Flash Builder, even with the ANE workflow "problem".
FDT has a free version, so the idea was to give the developers another alternative to develop with.
In favor of FDT, it is way easier to switch between SDK versions in your project, like what you were asking before, but I have to confess I'm too comfortable with FB to make the change.

i"m currently using FDT free for 3.0 SDK and FB for 2.0 SDK. There are a few nice to haves missing in the free version but at least it doesn't expire and it gives you a good understanding of what you're getting yourself into.
I'm going to try IntelliJ and Flash Develop soon and hope to write a blog post at some point in the future comparing the IDEs and how to get setup in them.

Just extract the ZIP file into your user folder (or wherever you prefer) and run the eclipse.exe you'll find inside it. The first time you run, FDT will walk you to setup the environment.
