The Developer Issue Tracker is a web application that provides third-party developers with several capabilities:
Through this application, BlackBerry® developers can understand what issues exist in the market today, the potential workarounds and timelines for fixing those issues. The developer issue tracker also provides a centralized location to provide feedback to RIM on key areas for improvement in future releases.

It's keeps redirecting to the Blackberry Developer Zone login page repeatedly. Tried out all 3 browsers. Firefox 4, Chrome 11, Internet Explorer 9.

Worked fine for me using Chrome Beta on Mac OS 10.6.7.

Is there a similar issue tracker for the non-developer issues we find? E.g. general bugs in the PlayBook OS or bundled apps?

No. Currently Issue Tracker is for developer issues only.
