Yea, I'm mostly on the Java side of the forums and need to catch up on the stuff going on here. It's good news for me since I just submitted my first app (ever) and if the offer is valid for submissions then it gives me some extra time if approval takes a while. Regardless I sent a PM to MSohm asking for confirmation, will probably get a response back on Monday.

Ok I got a response:

 

"It has to be submitted by the end date.  Approval is required, but approval does not have to be complete by the deadline."

 

So you need to submit before the end date AND must be approved BUT you don't need to be approved before the end date, as long as you get approved.
