Simulator 0.9.3 and SDK 0.9.3 were just released.

I don't know where it is but from what I can tell the only thing that changed/was added was the browser in the simulator. I don't know what changed in the SDK.

I see no signs of any API changes in the SDK, or in fact any other SDK changes other than the version number. It's nice that they made the version numbers the same though, and used only one type of numbering... this isn't "Beta 3 or 4", it's the "0.9.3 Beta".
The simulator has the browser, and apparently should have fixes for the most serious problems people encountered that stopped them from using it.
As a probably-not-planned maintenance release to fix the freezes, that should be enough for many people.
First problem report: I get no sound out of my app now, nor when playing a video in the browser. Troubleshooting now to see whether maybe they've just got the system audio level zeroed out at startup.
