I have a Windows 7 64 bits with 4GB Ram.
I have installed Flash Burrito and BlackBerryTabletSDK-Air-Installer-0.9.3-Win-201101
I have chosen English international as language and I run Burrito as Administrator. I also have reinstalled three times and still it doesn't have Blackberry OS target when I try to create a ActionScript mobile project.
But, I have another computer (Windows 7 64bit with 6GB Ram), and I doesn't install anything as administrator, and I'm running Burrito as normal (not as administrator) and it works great!!!

Can you install manually?
From Flash Builder go to Window->Preferences->Flash Builder->Installed Flex SDK's
If the Playbook SDK isn't listed in the right hand window, click Add and browse to the location you saved the extracted Playbook SDK
Give it a name, say "Playbook 0.9.3" and you should be able to get it to work.

If you had by chance installed FB, SDK in non Admin mode first and later installed it as Admin, it may not work. You should completely uninstall FB, SDK. Then reboot. After the system reboots install FB, SDK in Admin mode.
I had some issue like that and finally it resolved itself after i completely uninstalled all the components and verified all the install folders were deleted before I rebooted and did a fresh install.
