Using PHP to develop standalone apps

Hello, is it possible to use my existing PHP skill to develop a standalone app for the PlayBook? (offline)

There's an Adobe product called "Flash Builder for PHP" but after wading through tutorials, I'm unsure if it's the right product. The tutorials basically talk about developing a web app that makes live connection to server, which isn't what I want.

No, PHP is a server-side language, not for client-side apps. If you know PHP you probably know HTML5/JS too, so WebWorks would probably be the best place to start. If you want to go the Flash/AIR route, you'll need Flash Builder 4.6 (either standard or premium will do) or Flash Professional CS5.5.
