For me the following code works:
var test:Sound = new Sound(new URLRequest("assets/test.wav")); test.play();
To be save, you should put the "test.play()" in the Complete Event handler.
I am not sure about encoding on the Playbook. However, you could look into this:
For MP3, you could look into the LAME Project.

I've tried these suggestions, but they dont work. However, I figured that I dont need to encode an mp3 file, just play sound from a byte stream. But the byte stream has been encoded in PCM format. Does anyone know of a way to decode the byte stream? When I try playing it it just a terrible scratching sound.
