Thank you Blackberry team! The new update (from https://bdsc.webapps.blackberry.com/android/downloads/eclipseplugin/beta/) resolved  this issue.

Finally I've been able to install the 1.2.0 beta update!

 

The solution is, the following URL must be entered AND checked under Install New Software > Available Software Sites:

https://developer.blackberry.com/android/downloads/eclipseplugin/beta-1.2/

 

After that installation via https://bdsc.webapps.blackberry.com/android/downloads/eclipseplugin/beta/ worked instantly.

 

The new beta update also resolved the original problem. Debugging with ADT 20 works again, thanks! :smileyhappy:
