now that I have a bar file, how can I load into the simulator?

Re: I have repackaged my app and signed it, how can I test it on playbook simulator?

Use the blackberry-deploy command from the ADT with the installApp option i.e.

blackberry-deploy -installApp -package helloWorld.bar -device 192.168.80.129

Where the device IP is that reported by the simulator!

It will then appear as any other App Icon, and will launch within the Android emulator on the simulated playbook.

On my simulator, there are some rotation issues with portrait mode android apps, and a number of video redraw issues with animation. FWIW these aren't apparent on a real Playbook, so I would strongly recommend testing on a real device for anything but the simplest app!
