I've been able to successfully deploy my Android app to the simulator. However, I haven't been able to deploy it to my actual Playbook.
I have the targets, debug tokens and everything else setup. When I select Run As BlackBerry Android Launch, it complies, and the runtime starts on the device, but it never installs.
If I run adb devices, it shows the device, but offline.

I was getting the same error. I've resolved it by using IP, linked to USB connection (169.254.0.1) instead of WiFi.
