App purchasing "Error ID 11000"

Good Morning, Alex, welcome to the Forums!


One very common error users are faced with when purchasing an application through AppWorld is "Error ID 11000".

There is no knowledge base article in regard to this, and research has shown that while it is likely a PayPal error, even that information is vague and the resolution may be any one of 4-5 actions.

That error means the payment method was declined by the payment processor.  Was it credit card?
