As far as I know, BlackBerry will indeed cover all charges. I guess that is just in the Terms&Conditions, to cover them if anything would go wrong.

Normally you shouldn't pay any fees. And if you did or have to, contact BlackBerry to sort it out.

I was unable to find tradeup message board. 

Please let me know when you have confirmed the charges stuff on your end. I have sent an email to dev relations team for the same and they have answered that they will get back to me after checking all this stuff.

You shouldn't pay for it normally, contact jamzonesupport@rim.com if you have to pay for it..
