You can apply as soon as you have app ID. And because you've submitted you have that (see Vendor Portal). So there is nothing stopping you from applying already :-)

Your app in AppWorld doesn't need to be approved to register for Limited Edition, your registration will remain in the queue until it's approved in AppWorld. You can register for the Limited Edition anytime however the deadline to return the dev alphas is July 1st, 2013.
