No, they didn't give them out but there is a special offer for Jam Europe participants.
If you attended Jam Europe and update your app wih Q10 support within 2 weeks of the event (this deadline was later extended) you qualified for a Dev lpha C.

No, I don't think you can draw any conclutions based on this. There is a lot of devices used internally by RIM and there is probably devices for their closest partners. There is no way for us "normal" to know how many devices that is manufactured.

Does anyone have an idea on if were going to be able to trade our DA C's for a Z10 LE or is there going to be a Q10 LE? Thanks!

No, there is no one outside BlackBerry knowing any of this. Not even _if_ you will be able to trade in a Dev Alpha C. The only, and I mean only, thing you can be sure of is that it will be locked after the program has ended.

Obviously anyone who knows is not going to tell you, if they were they would post something official via dev blog. Which to this point nothing has been said.
Anything at this point is speculation.
But I would speculate that if you could trade in the DA C they would not allow them to be traded in for some months now. If they allow them to be traded in as part of the current program it would be completely unproductive. Think of what BB wants to get out of this, developers using the DA C in order to increase the amount of apps which are compatible with the Q10.
Allowing DA C's to be traded in immediately after they have been recieved by Dev's would be completely unproductive towards this goal.

You say it will be locked but with the leaked ROMs out there not hard to get round.
Note I am not advocating this, just saying, however I have recently had to load the Z10 OS on my Dev Alpha A to test apps not loading on devices...
With serious bugs like this out there and another that I am currently in discussions with BlackBerry about fixing that prevents the use of peek, the least of our worries should be whether we get another free phone or not.
