prompting to load new OS

I keep getting prompted to load the new OS despite already having it on my BlackBerry. I've already factory reset and wiped my BlackBerry to see if it helped. No luck.
I am prompted about the I'D both in the hub and when I connect using my UDB.
Any ideas?

What is "my UDB"?

 

After updating to the newest OS, have you deleted any of the core apps on the device?
