Please can you explain why I can't charge my new 9900 with the cable and plug from my 9300 or nonBB plugs/cables?

Both devices (9300 and 9900) use the very same MicroUSB cable. You should be able to use them. I use the very same USB wall chargers on my 9850 that I used with my 8900 and 9500, and even the older Mini-USB cables from my 8300 with a MicroUSB adapter.
So, you can. Why can't you?
For other non-BlackBerry cables and plus, some may work, some may not, it's all according to the rated amperage allowed on the cable and charger. I have some third party chargers that work, I've bought a couple before which would not.
