I have the same problem. In fact, in my notifications section I have a mix of "successful" icons, "failed" icons and "pending" icons. If it is successful, it shows up on FB and I usually delete the notification from the BB app. If it is "failed", I can open it and choose "resend".
The problem is the "pending" ones... I can open them and there is the compressed picture (even if I already deleted the original from the device) waiting to be sent. But it is stuck there with no "resend" option.
I would suggest to the Facebook for the Blackberry app developers that whenever they think they've fixed the problem with the uploading that they also add a "resend" option for the ones stuck in a "pending" state, or change the "pending" icons to "failed" after some time period so we can access the "resend" option.
I'm hesitant to delete these as I'd still like to upload them and I've deleted the originals from device memory... 
I'm on a BB Tour 9630, v4.7.1.40, Facebook app v1.7.0.22.
No problem with other areas of the device, network strength is good, voice and data working, etc.
