First, please ensure that ALL steps in this KB have been fully completed...for if not, then nothing will work correctly anyway:
Next, ensure that the 9780 is properly functioning on WIND for voice-level services -- calls, voice mail, SMS. Those must be working properly before you even attempt to use any data services.
Next, with a strong carrier network signal (e.g., not merely WiFi), I suggest the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step):
1) Register HRT
2) Delete and Resend Service Books (pre-BB10 devices only)
Hopefully that will get things going again for you! If not, then you should contact WIND for formal support.
BTW -- Restoration of your data is irrelevant at this point in time. You need to first get your services working correctly, and only then concern yourself with your data. The best method to use in your case is Desktop Software backup/restore...you can find complete instructions via the link in my auto-sig on this post.
