I am opening this discussion in order to reference all the OS versions that have been released by mobile phone carriers for the BlackBerry Bold 9790 (GSM). The 9790 is the successor of the BlackBerry Bold 9780. It features the BlackBerry7 OS, an NFC antenna, a 1GHz processor, the same 480x360 definition screen, and a 5MP auto-focus camera.
As a courtesy, I shall ask you to refrain from posting questions in this discussion.
RIM publishes OS versions to carriers, and after training & Q&A, carriers publish the OS. All those OS versions are available here:

To this day, 4 OS versions have been released by 11 carriers for the 9790. Those OS versions are not compatible with the 9900 (touchscreen) or with the 9780 (BlackBerry6 OS).

as far as I know, RIM has released the 7.1 OS to carriers. It is now up to the carriers to train their hotline teams and release it to their consumers.
RIM can't do anything about it now (but it's true that if RIM had released it sooner, then maybe you'd in the end receive it sooner...).
