Did you ever find a solution? My 9650 Bold just started doing this - three days this week, emails to phone were delayed by at least 4 hours(!!) each day. As with original post, emails arrived promptly to both my ISP site and also thru Outlook Express. Somebody - Help!

Hi and Welcome to the Community!!
I suggest the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step):
1) Register HRT
2) Delete and Resend Service Books
3) Batt Pull Reboot
Hopefully that will get things going again for you! If not, then you should try deleting and re-adding your BIS configuration for the affected email accounts. Otherwise, you should contact your mobile service provider for formal support.

Thank you so much! I'll try the steps you've provided and if I feel uncomfortable with any, I have printed the various KB instructions and can take this info to Verizon store. (they often say they don't know much about the Blackberry) I don't know what CMIME or BIS are but will find out. Also, I suppose I should try to find out what my BB pin # is. Thank you again for your time and gerat help!!

That is actually rather common...the carriers typically have a central call center where they house their specialists, especially for BlackBerry. They can be better reached via telephone.
I don't know what CMIME
It is merely the notation for the Service Book that enables the email service for a particular email account. If the Service Book becomes corrupted, then deleting it (on the BB) and regenerating it (from the carrier network) can cure problems.
I don't know what BIS
BIS is BlackBerry Internet Service...the data service you pay VZW for, that enables the BB-proprietary services of email, BBM, BB Protect, etc.
Also, I suppose I should try to find out what my BB pin # is.

You are most welcome...good luck!
