I would like to apply for BB service,but i buy my BB bold 9650 in the foreign country.Recently i call to data service provider, they talk me that i cant apply for the BB service because i brought it at foreign country,is this correct??i reslly cant apply for it??

it depends, many BB devices are locked by the provider; you have to flash the rom to get it recognize your local SIM card;

if your phone is not locked you don't have to do this--put a local SIM card in see if it works (phone call);
if not, the official BB desktop manager is able to do flash rom/os!
1. download the OS (rom) for your model from BB download website; it's executable file, run and install it.
2. backup and remove verndor.xml file in appdata\roaming\research in motion\blackberry folder
run Desktop manager and update your device! quiet safe and easy; lot of posts about this on google, this is a brief one
