Are you facing this issue with all bbm contacts or with particular bbm friends? Please check, whether BBM is of latest version or not, if not please get the latest version from BB app world on your device.
Re-adding BBM contact, may also help to resolve the issue, so note down the PIN and delete contact and then re-add th PIN.

I haven't noticed any UK data or BBM issues being reported, and since you've already deleted and re-added BBM, I'd just wait it out, or even check with O2 to make sure they specifically don't know of any data issues.

I wonder if you went about 3 miles from where are now, knowing you were connected to a different cell mast tower, and tried again...?
If you do that, while there, do another powered on battery pull reboot and test.
