Can't Log on to BIS

Hi, I got a BB 9650 verzion from a friend. I have checked and confirmed that the Phone is Not locked to any carrier. i have registered with my local service provider they have activated by BIS. but the strange issue is my phone is not responding. I can't use the BIS but able to use the WiFI in the phone...

 

Also, i noticed that there is an icon white circle with a + sign next to the 3G. Can anyone advise on this as i wish to use this phone in asia

 

I'm not using the Phone in US instead will be in my country Singapore

 

Pls advise on this issue, I'm using OS 6.
