Do you have a EDGE/GPRS or 3G signal? If it's lower case edge or gprs then you don't have access to data through the roaming carrier.

Can you manually switch to another mobile network? Go to Options >Mobile Network and see if you can do a manual switch to another carrier.

You can solve this resetting the device, like you wrote in the first post.
