Cannot access internet even with Data Plan

I am using Bold 9900 (it used to be used by other so the mobile has previous settings.  I just replaced the SIM card of the used mobile.  I found it cannot access to internet with the message "There is insufficient network coverage to process your request.  Please try again later." 

 

When I used previous model of BB, I could access the internet with my mobile.

 

I tried to reboot Bold 9900 but it does not work.

 

Appreciate it very much if you have any ideas about it.

Hello!
Try to register the host routing table. Options > Device > Advanced system settings > Host routing table. Then press the menu key and choose Register.

I tried and sent registration message.   However, it still can not access to internet!

Did you received any? You should receive one telling you are already registered with the wireless network.

Connect to a wifi hotspot, and you can use the hotspot browser, and few other limited third party applications.

I have not received reply after sending registration email!

I could use "hotspot WIFI" but not my personal data plan with 9900.

Hello agan!
What are the symbols at the top right corner of the display? Is it 3G or 3g, is there the BB symbol next to it? Have you seen if the data is on - if it's off you should get another message, but still? Can you check TCP option if there is any? Options>Device>Advanced system settings>TCP IP it should be unchecked.
And finally call your supplier to confirm you have a data plan and meanwhile you can call the previous owner's supplier to see and make sure they have released the PIN from their system.
