My Blackberry Desktop Software was preforming and update of my device software to the latest bundle when my internet cut out for about 30 seconds. Since then, it's been stuck at installing module 478 of 1058 for the last 30 minutes or so. It won't let me cancel or anything. What should I do?

You need to consider wiping handheld following instructions of How do I wipe the BlackBerry using Jl Cmder?
After that consider updating device OS following below instruction.
Updating or Reinstalling BlackBerry device OS
Back up your BlackBerry device data before you start any OS update/re-installation step
Open the BlackBerry Desktop Software and select Backup and Restore. On the next screen select Backup and perform a full backup of your device data. You may consider including on-board device data as well. Please take note where the backup file is located (by default it’s located in Documents folder).
For Windows XP: C:\Program Files\Common Files\Research In Motion\AppLoader and delete Vendor.xml
Step #02: If you intend to use an official OS release for your carrier then proceed with the following -
