I recently turned my phone off and recharged the battery overnight. When trying to turn the phone back on, the start up menu freezes with the loading bar 2/3 of the way completed. I've attempted the hard reset approach a few times without success. Please provide any other steps I should be taking. I wish I could give more information, but there is not an error message and I have zero access to any of the phone details.

Try to backup the device if possible then complete the following clean application loading process:
Also make sure you test to confirm the issue is resolved before restoring any data.

This link from Blackberry homepage, help me a lot, even that I don't use the AT&T and only a team can use the software.
I just checked no third-party apps, and then it worked again.
Of course the help given I think is the best option to a complete solution
