I have a colleague who travels to the USA a lot. He says that everytime he goes, he needs to do a battery pull to get a data connection.
Is there a reason why someone might have to do this?
or a setting that can prevent this and automatically connect to data?
I visited the USA earlier as well and found that I too had to battery pull before getting data.

There is a reason. A battery pull is recommended for re-establishing communications with wireless networks. It's often going to be required when traveling to connect to new networks.
Instead, you might look at your Manage Connections screen > Mobile Network and turn off and back on your mobile network.
