.I just bought a BB Bold 9900 in France and traveled back to Brazil where I live. I inserted my brazilian SIM card and the phone works correctly (phone, texting, wifi and internet connection)
After clicking on the EMAIL ACCOUNTS icon, I was asked to inform a BB identity. As I didn't have any, I created one on the website and then inserted it during the procedure of creation of an account. Then a window appears with "Connexion to the parameters ongoing" (obs: aproximative translation of the french message). After 30 seconds or so, appears the message "The terminal encountered a problem during connexion to the application server. Choose OK and retry." No "OK" button appears: only "Retry" and "Cancel". Always with same result...
I tried to switch off and restart procedure but I am not asked any BB identity anymore, it goes directly to the "Connexion to the parameters..." window. and it ends always with the "Problem" message.
Do you have any idea of what I should do?

I see you said you restarted the phone with the same results. Have you tried a battery pull?
From a computer can you login using your blackberry ID at https://blackberryid.blackberry.com/bbid/login/
