Technically, the BB OS level is not relevant. What is relevant is the capability of the specific carrier BIS system in use coupled with the email service in use. The device itself is merely a recipient of the service provided by the BIS system to which it's attached (by virtue of having an adequate data plan from the carrier).
But, if you are developing an app around that, you'd probably be better of seeking assistance in the Developer boards.
