You need to reload the Blackberry device software, Go the your service providers site an you will need to use the Blackberry Desktop manager software to reload the OS in the Blackberry.

It took me 4 days to successfully restore my black berry.
I was stuck in step 3(b).
Here are things I did:
1. Download and install latest BlackBerry Device Manager
2. Download and install Desktop Manager.
3) Run Desktop Manager
a) Click on Application Loader.
b) Click on Update Software.
(if you get error then uncheck backup files)
Thanks
Nazeer.

This is the most useless comment I've ever seen.
How did you resolve it? How did you format the device? If you ever experienced this problem and exact error you would know that the Black Desktop Manager doesn't recognize the handheld. Please enlighten me with your troubleshooting steps....

Expert,
When I turn the device on it throws error "Reload Software 552". At this point you can't do nothing with the device and it doesn't respond to any key inputs. How do you know to get the device recognized by Blackberry Desktop Manager when it is in this state?
