Some wireless providers disable the use of Wi-Fi® when no BlackBerry® data services are present. Thus, this means that unless you have a BlackBerry® data plan, you will be unable to use Wi-Fi® services.
My suggestion would be to contact your wireless provider to inquire about roaming. If you find you are travelling a lot, they may have a roaming package that would work well for you.

I'm not even able to log in through Blackberry ID though, so I can't use my phone at all. There must be another way around it, something I can change by logging in online? I don't want to buy data services; I don't need them at this time, I just want to be able to use my phone.
