You can NEVER use an OS package for a different model number. The OS packages are specific to model number, and cannot be interchanged. Refer please to post 20 above, item 2 in the numbered list toward the end of that post.

Unfortunately, being a user-to-user community and not an "insiders" channel, we don't have access to any forward-looking information. If the 9900 has officially received, via the official carrier download portal, any 7.1 versions, then it's possible that it could receive an update. If it has never received a 7.1 version, then it's possible that development on the OS for it stopped at some prior level. The best way to see what might come out for anything is to keep an eye on the "leaks"...these are unauthorized releases of OS packages via non-official channels...if something comes out via the leaks, then it's more possible that it'll eventually come out officially.

You can keep up on leaks elsewhere...but since this is an "official" BB site, discussion about leaks is heavily discouraged.
