Given your description, it is most likely that your US carrier has not released your BB PIN from their system so as to allow your BB to be registered on another carrier for data-level services. One BB PIN can be registered to only one carrier BIS system at any given moment...until your prior carrier releases it, your new carrier cannot create a BIS account for you.
But, as a test, I suggest (with a strong carrier network signal...not WiFi) the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step):
1) Register HRT
2) Resend Service Books
3) Batt Pull Reboot
Then again, since MTN said that all is fine, there might be some other problems...but I'd actually first recommend that you contact your US carrier to ensure they've released your PIN from their system.
