It depends on the OS pack that you have installed on your device,When you Connect your deviceand run BlackBerry Desktop Software > Select Applications. > In the Language and Input Support section, Are you offered those language Or are you able to see those languages on that list ? If you see those languages then a + will appear next to the language to install > Click Apply , it will install those languages.
If you are unable to view those languages then you have to install an All Language OS pack from your carrier from here Carriers . Install that OS pack on your pc , then it will allow you to add those languages ,
