Please go through this Knowledge Base Article and follow the instruction ,see if that helps:

KB15544 :" Could not lunch Camera application " error appears when opening the Camera on the BlackBerry smartphone.

what do i do, the camera is not launching at all?
found no solution in the knowledge base
