cannot reboot blackberry bold 9650.

 Tried hard and soft reboot and keep getting a (very brief) list of code with a "reset" message - now in an endless loop

Try to connect to BlackBerry Desktop Software to see if it can help you.  Plug your phone in to your PC and open BDS.  If your phone won't connect to it, have a look at this article:
