The night before I tried updating the OS to the newest version and it crashed my blackberry, I had to restore the old OS and everything was wiped clean on my phone, I restored an old backup to get my contacts back and tried to setup the email but it keeps trying to setup and then I get an error. I have a data plan through Bell.

Have you performed an OTA software update on your BlackBerry ? If update crashed or interrupted then you should try an OS reload using Desktop Software which will fix any software glitches .
Meanwhile , first try those steps in the same sequence :
1- Register your Handheld .
2- Resend your Service Book
3- Then perform a battery pull restart like this while the device is powered On remove your battery wait for a min. then reinsert it back
After reboot , On your device go to Setup > Email account > try to setup your email account and check if you recieve the same error . If you still recieve the same error then use your BlackBerry browser and browse to www.blackberry.com/integrate to add / edit any of your email account .
