You can't choose, the device chooses WiFi always if connected to WiFi.
Please try turning off your WiFi connections and attempt to download only from the mobile network connection.

Yep, I saw that earlier. The YouTube buffering is another sign that you've got a slow data connection.
So, now can you try using the media player or downloading with the wifi network turned off and leave only the mobile network active? Make sure on the mobile network screen you leave Data Services set to on.
