Model info and OS version (Go to Settings, then Options, then about): v184.108.40.2066
When trying to make an outgoing call, I get a long pause and then three tones like old pay phones and a message saying call failed. I am also unable to receive any calls also. My girlfriend has the same phone and the same issues.
We called the service provider (Bell) who asked to try powering down and turn back on and it worked temporarily but the issue persists.
I also tried reseting the phone to factory setting and still have the same issues.

Odd. I recommend that you take it to Bell so they can fix it in the store.
