trouble upgrading OS for BlackBerry 9900 from 7.0 to 7.1

I have several 9900 phones with OS 7.0 package 2435 and I'm trying to upgrade them to 7.1. package 1716. I have installed and have the last version of the desktop. When i start the upgrade process the system starts downloading modules it just stops on module 973 and stops the process after a while.

Does anyone knows how to solve this issue? I have tried on several computers and with several phones and always does the same.

The carrier for this phones is CLARO.

Have you installed the update locally from

http://us.blackberry.com/support/apps-and-software/desktop-and-device-download-sites.html

http://supportforums.blackberry.com/t5/Device-software-for-BlackBerry/How-To-Reload-Your-Operating-S... is a good guide software reloads.
