Safe Mode on your phone is exactly the same as the one on your PC. When you start your phone in Safe Mode, only software that is required to operate your phone starts up. Starting a phone in Safe Mode is used when you're having issues with your phone and you don't want any extra apps running when trying to diagnose issues your phone is having. Once you've located any suspected issues and correct them, you then start up your phone in normal mode and once again, all apps programmed to run at startup will run. Starting a phone in Safe Mode cannot harm the phone, it can only do it some good.
I hope that answers your question.
