Because the 9300 can't handle the requirements of OS7 and higher.

No, there is no FM radio built-in to the 9300, that is available on devices of OS 7.1.
The 9300 was released with BlackBerry OS v5.0, upgradable to v6.0
It does have GPS, and BlackBerry Maps. You can also install and use other navigation software according to what is available in your area.

try connecting back to your Desktop Software > applications and see if DocumentsToGo or PDFtoGo is checkmarked to be installed on the device. If not marked, you should be able to install from there.
