What do you mean by BIS is loaded?
To make BBM and Internet browsing work you need to have BlackBerry data plan from your mobile service provider. This data plan is different from your internet data plan. However, you can use Internet browsing and some other apps using Wi-Fi network. But BBM and email integration won;t work without BlackBerry data plan.
