My blackberry device has been gone to blackberry service center ample number of times for various software and hardware problems. It has been at the service center more than it has been with me, I want to register a complaint. What should I do?

Hi and Welcome to the Community!
All escalations follow your contractually-required support path. That would normally be the original place of purchase, your carrier, or an authorized service center...from what you say, the last one would be yours. You escalate your complaint with them, and they have the ability to further escalate that up to RIM. Your original place of purchase might well also be a good channel for you to attempt. But, there is no free path by which to bypass them and formally escalate anything directly to RIM...well, not for free anyway.
There is something called incident support, but it costs to just ask the initial question, since you are bypassing the contract you signed upon purchase. If you wish to investigate that, you can review it here:

Good luck!
