Bbm won't set up

Please help.,,, I have downloaded bbm but it will not allow me to set up bbm. Any ideas please!! I've a blackberry curve 9360.

It won't allow you???? Why? what prompt you're getting? Do you have BlackBerry data plan? Please confirm.
