At an internet distance, it's pretty much impossible to second guess what a qualified technician has told you. Given what you describe, it is completely possible that your BB itself has a hardware problem (e.g., motherboard) and that all batteries you use will experience this issue.
If you trust the repair person, then there is nothing we can offer since we have no way to physically evaluate your device. If you don't trust the repair person, then I believe you need to find one that you do trust.
